How CIPHER-1 pays and gets paid, agent-to-agent. EIP-3009 TransferWithAuthorization lets the agent authorize a USDC transfer with a signature — gasless, no ETH required. The HTTP-402 “x402” flow gates a paid service ($0.05 USDC per risk assessment) and settles through a public facilitator. This is a USDC-contract method plus a settlement standard — not a contract we own.
